In organizations with group structures or regional operating models, sharing HR data with a parent company, regional HR teams, group finance, or affiliated entities is quite common. Precisely because of its routine nature, this activity is often treated as “internal” and not subject to dedicated controls.
However, from a personal data protection perspective, the fact that data is shared within the same corporate ecosystem does not automatically reduce compliance obligations. What still matters is: what data is being shared, for what purpose, to what extent, who has access, and whether the entity in Vietnam truly maintains control over these data flows.
Risks often arise when sharing is driven by operational habits—without clear limits on data types, without a defined approval point, or without assessing whether the recipient’s actual need is proportionate to the dataset being shared.
A practical tip for businesses:
Companies should establish a group data-sharing review mechanism for intra-group HR data flows, rather than handling each request in isolation.

Identify which entity is requesting the data and for what purpose;
Review the types of data being shared and assess necessity;
Limit recipients and define the scope of data use;
Maintain internal records supporting recurring data-sharing flows;
Periodically review HR data-sharing practices that have become “default” in operations.
Intra-group data sharing is a practical necessity. But the more routine the activity becomes, the more important it is to have a structured review mechanism rather than relying on internal habits.
