NEWEST CHANGES ON FOREIGN INVESTMENT IN EDUCATION

On March 18, 2020, the Ministry of Education and Training issued Circular No. 04/2020/TT-BGDĐT detailing a number of articles of Decree No. 86/2018/NĐ-CP dated June 6, 2018 of the government stipulates foreign cooperation and investment in education and will take effect on May 5, 2020.


Accordingly, this circular has clarified a number of issues on the integration of Vietnam's educational programs with foreign educational programs; Compulsory education and training contents for Vietnamese students studying in pre-school educational institutions, general educational institutions and foreign-invested higher educational institutions.


Firstly, educational integration revolves around four main subjects as follows:


Secondly, regarding compulsory education contents for Vietnamese students studying at pre-school educational institutions, general educational institutions and higher educational institutions that have foreign-invested capital:


The above compulsory educational contents must be compiled and reported to Department of Education and Training before implementation and must be taught in Vietnamese by Vietnamese teachers.


In addition, this Circular also provide regulations regarding learners’ transfer to pre-school education institutions, general education institutions under Vietnam's educational teaching system if needed and transfer decisions will be based on the direct assessment results of students' ability.
